Job Description and Duties:

The selected consultants will be assigned various responsibilities within the Tamil Nadu LSA, Chennai. The duties may include, but are not limited to:

a) Service Compliance: Conducting CAF audits, POS inspections, bulk customer inspections, EMR audits, service testing, EMR awareness workshops, handling MNP complaints, etc.

b) Technology: Inspecting licensee networks, overseeing PM WANI implementation, issuing ISP licenses, monitoring FTTH connections of all licensees, ensuring mandatory testing and certification of telecom equipment, managing secured dedicated communication networks, time synchronization of telecom networks, overseeing disaster technology management, and more.

c) Rural: Establishing rural connectivity for DBT, verifying USO sites, conducting RF coverage testing and telecom connectivity checks, working on projects related to the National Broadband Mission, coordinating with state governments and UTs for RoW clearances, participating in meetings with public representatives, and other related tasks.

d) Admin, Legal, PG & Vigilance: Handling DDO works, managing PG (payroll and general), RTI, building and infrastructure matters, overseeing vigilance-related issues, managing court cases and miscellaneous administrative tasks, budgeting, coordinating with other departments, and assisting the head of the office.

e) Security: Operating and maintaining CMS/IMS, monitoring and controlling illegal activities and clandestine operations of telecom networks, analyzing CDR/SDR (Call Detail Records/Subscriber Detail Records), and undertaking other security-related activities assigned from time to time.

Period of Engagement:

The initial contract will be for a period of six months, with the possibility of further extension based on performance, up to a maximum of 6 terms of 6 months each or until reaching the age of 65, whichever is earlier.

Eligibility Criteria:

To be eligible for the consultant position at the AD Level (Group ‘B’), candidates must have retired from CDA Scale with a minimum substantive grade of Level 8 of the 7th CPC or equivalent IDA Scale. Alternatively, candidates should have held an analogous post or a higher position upon retirement.

Remuneration and Allowances:

The monthly consolidated fee/remuneration for retired government employees engaged as consultants will be in accordance with the Department of Expenditure OM No.3-25/2020-E.IIIA dated 09.12.2020, as endorsed by DoT letter No. 1-3(01)/2021-PAT dated 08.02.2021.

The remuneration for retired PSU employees will be as per the DoT HQ Letter No. 3-10/2014-SEA-I/Fin. dated 29-03-2022. The amount of remuneration will remain fixed throughout the contract period, with no annual increments or percentage increases.

Dearness Allowance, House Rent Allowance, and Transport Allowance will not be provided, except for a fixed amount as Transport Allowance for commuting between the residence and the workplace.

Leave of Absence: Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service. Accumulation of leave beyond a calendar year.
